Bays West International Design Competition is a two-stage competition, beginning with a global Expression of Interest (EOI), and followed by an invitation-only, paid design phase for shortlisted competitors.

The Bays West Delivery Authority, in partnership with the Government Architect NSW, is seeking bold and innovative ideas that inspire the next generation of Sydney urbanism: connected to the harbour, fostering wellbeing and inclusion, and creating an exceptional place to live for a diverse range of people.
We’re seeking to unlock creative thinking to realise the full potential of two key sites at Bays West (Glebe Island and White Bay Power Station Precinct) by inviting a range of ideas, insights and expertise from Australian and International designers.

Shortlisted competition entrants will be asked to develop a design-led urban framework for a distinctive, connected and memorable place that supports the Government’s housing ambition.
Proposals are to respond to seven key place principles including: regenerative systems, public life and place, adaptability and resilience, density done well, diverse, inclusive and thriving, post-car mobility and Connecting with Country.
The organisers are looking for diverse ideas and experience, and for firms/designers of varying scales. This may include architects, landscape architects and urban designers as well as other specialisations.
Rather than a detailed masterplan, the competition focuses on smart, strategic ideas that unlock the full potential of this former maritime industrial site.
The ambition of the Bays West International Design Competition is to deliver a design-led urban framework that establishes the character, structure and long-term vision for the precinct.
Grounded in strong place principles, the framework will prioritise accessible and inclusive public space, integration with surrounding communities, a meaningful relationship with the harbour and Connection to Country.
Through imaginative thinking, the competition will help define how diverse housing, open space, infrastructure and cultural identity come together to create a new type of Sydney urbanism.
EOI Opens: Tuesday 28 July 2026, 4pm AEST
EOI Closes: Tuesday 18 August 2026, 4pm AEST
