Jiabao Intellectual Bay Pilot Development Zone is in Jiading District, Shanghai, and is one of the top ten exemplary demonstration areas among the five new towns of Shanghai. It covers an area of 82 hectares and has a total development size of 950,000 square meters. Situated within the green environment of Jiading, abundant river networks and an excellent natural ecological foundation surround it. Moreover, it is positioned on the Shanghai-Jiading development axis, focusing on the research and development of automotive semiconductors, serving as a pioneering national smart transportation pilot zone.

The project centers around the designed Future Blue Bay and Ecological Green Bay, fostering a harmonious blend of ecosystem, industrial growth, and urban living. The urban design leverages the site’s water network resources to create a distinctive waterfront public realm, shaping urban areas with local characteristics and rich cultural experiences.

The formulated design strategies establish a clear objective of future urban development, apply a quantitative methodology to select urban initiatives, and simultaneously monitor the implementation progress through KPIs.

“Low-Carbon Scenario” Strategy

• Create a resilient blue and green environment through multi-dimensional low-carbon measures, including intelligent and efficient low-carbon city operations, people-oriented green infrastructure system, and blue-green collaborative ecological environment base to build a new multi-ecological blue-green network with seamless bike and pedestrian routes

• Construct the future urban area with regional characteristics through the “One River and Two Bays, One Belt and Two Axes” spatial structure.

• Set up leisure and fitness greenways and waterfront promenades along the scenic areas to share the blue-green network with the public.

“Industry-City Integration” Strategy

• Focus on industrial development and benchmark the international advanced cases to promote the integration of industry and city in the three dimensions of small, medium, and large typologies.

• Organically weave the water network system with the functional industry-city units and intensive and efficient mixed development units for living and working through plane, vertical, and iterative multi-dimensional composite methods.

• Connect the service core and six major industry-city clusters with an east-west industry-city integration development belt.

“Smart City“ Strategy

• Derive a long list of “Strategy Measures” from the overall strategy and establish smart centers at all levels to guide the multidisciplinary industrial ecology.

• Plan smart car-free blocks per local traffic regulations and build long-term smart corridors.

• Develop the intelligent terminal distribution facility combination of “Autopilot Delivery Vehicle + Terminal Intelligent Cabinet + Distribution Robot” that can be monitored with respect to the logistics system.
