C.F. Møller Architects has won a first prize in the competition for the transformation of the City C mall area – a key site in the heart of Leverkusen, Germany.
The proposal reimagines a previously underused and monofunctional Leverkusen shopping mall area as a vibrant, inclusive, and ecologically conscious urban neighbourhood. By building upwards in modular timber above the retained mall and parking structure, the design reduces material waste, preserves resources, and maintains the site’s use throughout construction. This approach turns a grey, impermeable block into a green and socially active city quarter.
The new development in Leverkusen will feature a mix of housing types – including subsidised units – alongside generous outdoor spaces for public, semi-private, and private use. Green rooftops, native planting, and integrated rainwater management support biodiversity and improve the local microclimate. Open gallery access and shared rooftop terraces invite social interaction and expand the idea of urban living vertically.
With a design that unites architecture and landscape into a coherent whole, the project offers a strong example of how to densify existing urban sites while meeting both social and environmental needs.
The competition was organised by Leverkusener Immobiliengesellschaft mbH (LEVI), with participation from 15 architectural teams and a distinguished jury. C.F. Møller’s entry was selected as one of two equal 1st prize winners and will now enter negotiations for the realisation of the project.
